In the ancient past, the Water Dragon was considered the "Guardian Dragon" for the Shield World before it eventually merged to become Raphtalia's World.[1]

The Water Dragon is a key figure in the Q'ten Lo religion. The Water Dragon Miko priestess, like Shildina or formerly Sadeena, acts to serve on the Water Dragon's behalf. The priestess would listen to the voice of the water dragon, receive his blessing, and conduct divine ceremonies.[2]

Due to the Water Dragon being a central figure in the Q'ten Lo religion, most citizens reverently fear and obey his commands.

Volume 13[]

With Q'ten Lo being controlled by corrupt, incompetent leadership, the Water Dragon sees that it is no longer able to serve its purpose to 'pacify' rogue heroes. In order to save the country, the Water Dragon forcibly brings Naofumi and Raphtalia's group through the country's barrier into its lair. Through Gaelion, the Water Dragon recruits Naofumi's group for help. To aid the heroes on their quest, the Water Dragon empowers Gaelion with a Dragon Emperor fragment and provides local clothing to blend in with the locals. The Water Dragon has also ordered the local town's mayor to help the heroes free the country.

Volume 14[]

After it is revealed that Sadeena's sister is the current water dragon priestess, Sadeena reveals her past to Naofumi. It turns out that she was the previous water dragon priestess but protected Raphtalia's parents during their escape from Q'ten Lo with the Water Dragon's approval.
